Article (1): Before and after execution of the exam, the administrators of the exam must abide by the controls set forth in this Annex, and assume responsibility and perform their duties with utmost accuracy, integrity and proficiency in light of the obligations imposed upon them under the provisions of the Civil Service Law and its executive regulations and other laws and regulations , Otherwise, one of the administrative measures contained in this Annex is required.

Article (2): The administrators of the examination before its implementation must adhere to the following:

1. When selecting the heads and members of the examination management committees, preparing the exams, the technical printing press, the preparation and preparation committee, the heads of the general examination centers, the members of the exam center management, the observers, the role monitors, the heads of the correction centers and the candidates for the work of the correction center Be close to the first and second grades (father, mother, son, daughter, spouse, brother or sister) of any of the exam applicants and the department will do so.

2. The President of the General Examinations Centers shall require that the President be among the occupants of the post of Head of School or Assistant Director of a school with various grades and titles, who have the appropriate personal experience and knowledge and the technical and administrative knowledge of the examination administration.

In the absence of any of the occupants of the post of school principal or assistant school principal.

The commissioning of experts, department directors and vice presidents, heads of departments of technical departments and administrative supervisors so that the commissioning of a mandate other than the mandate of the head of the center, and if this is not possible for geographical and other reasons is assigned to a village other than the village of residence.

 In all cases, it shall not be permissible to appoint a chairperson to examine the students of the school administered by the president, and to comply with the provisions of section (1) of this article.

3. In the selection of exam supervisors, it is necessary to be among the occupants of a teaching post in all its grades and names. Any of the holders of other related positions may be assigned to the schools, so that the assignment of a neighboring jurisdiction is not the residence of the observer. If this is not possible for geographical and other reasons, Other than the village of residence. In all cases, a center is not assigned to examine the students of the school in which the appointed observer is studying.

4 – When the formation of the centers of general examinations should not exceed the number of applicants in each center of (300) three hundred applicants.

5 – The specialists in the Directorate / Educational Department must ensure before sufficient time of readiness of the examination centers and provide the necessary services and all the work of the centers to create the appropriate psychological atmosphere for the examination and work to prevent what would upset the examiners and distracting their thinking.

6. Observers should be assigned to the examination centers at least two for each exam hall, one observer for the role and six observers in the center’s administration, and may include an administrative and financial supervisor as well as a social worker to carry out his duties with the members of the center’s administration. And the distribution of observers from the first day according to the actual need of the Center according to the approved exam schedule and the number of examiners in each subject, provided that the number of applicants in the hall does not exceed fifteen (15) applicants.

The number of reserve observers for each exam day shall be determined by 20% of the number of observers. In all cases, the number of reserve observers shall not be less than 2 observers and not more than eight (8) observers.

7. The directorates / educational administration and the general directorate of the educational evaluation shall coordinate with the concerned authorities to provide security, safety and health services for the examination and correction centers.

8. The directorates / educational administration shall coordinate with the police / security and safety guards to perform the tasks, duties and responsibilities assigned to them in the examination centers, by meeting them before the start of the examinations period in sufficient time in the presence of their officials and the heads of the examination centers. Centers.

9 – The directorates / educational administration should hand over the heads of the examination centers lists of observers, explaining the tasks assigned to them and their workplaces and specialties and clarify the relevance of their proximity to applicants in the exam center if any, and the definition of the operators of the examination centers their duties and duties and instructions and rules of work and the importance of discipline and discipline in the work of these centers And the penalties of violators of the work of those centers and exam applicants.

10. The directorates / educational administration shall inform the applicants of the examinations and inform them of the regulations, instructions, controls, procedures and penalties for examinations of the general education diploma in the manner they deem appropriate, such as electronic programs, pamphlets and awareness leaflets in schools.

11- At the end of the week preceding the start of the General Education Diploma examinations – after the completion of the work of the examination and auditing committees and the adoption of the results of the continuous assessment – the students shall inform the 12th graders of their grades and clarify the necessity of their review to their schools / General of the educational evaluation before the commencement of the diploma examinations, and by the Director General / Director of the Department of Education in the province with the attaching of evidence and evidence provided that this does not prejudice the work of the committees of examination and auditing.

Article (3): The administrators of the examination and the exam applicants during its implementation must adhere to the following:

1 – not to distribute observers and supervisors of the role and members of the Center’s management who are of the same specialty exam that is performed on that day. In the exchange of observers, it shall be observed that the observer shall not enter the auditorium of a particular exam hall more than once during the examination period.

2- The schedule of examinations, instructions and dates for the applicants must be announced in a clear place at the examination centers’ headquarters before the exam begins with an adequate date and the implementation of these instructions shall be followed.

3 – The administrators and the work of the examination centers must attend before the start of the examination of each article at least forty five (45) minutes.

4- All employees of the exam centers – in all their functional names – and the examiners are prohibited from taking mobile phones with them inside the examination centers and halls, except for the head of the examination center. It is also prohibited to take pagers, photocopiers, personal computers, storage calculators, magazines and newspapers Textbooks, notebooks, memos and anything related to the exam, and no hand bags, sharp machines, or weapons of any kind.

5- The delivery and receipt of the envelopes of the examination books shall be delivered to the heads of the examination centers on a daily basis according to the approved examination schedule, and it is not allowed without exception to receive the material before the day of its examination.

6- When receiving the envelopes of the examination books, it is necessary to make sure that they are well packaged and sealed, that the seals are intact and that the external data of the envelope is valid before opening, so that it can not be opened if there is a mistake in the external data.

7. The head of the exam center must open the envelopes of the examinations in accordance with the prepared minutes in the presence of the members of the exam administration center, provided that he shall be at least half an hour before the start of the exam. The head of the center shall be held personally responsible for keeping the surplus examination books, It is also responsible for the exit of any notebook from the examination books outside the examination center.

8. It is strictly prohibited to open the reserve books or the books of the absent students in the center, and it must be kept in a locked / locked box and delivered daily with the students’ books to the Examinations Committee of the Directorate / Department of Education in the governorate to be handed over to the Central Examination Committee.

9 – It is prohibited for those working in the exam center to leave the center from the opening of the envelopes until the completion of the exam. In case of emergency, this is permitted by the head of the center only with the restriction of the person’s data and the reason for the departure.

10 – Applicants must adhere to and abide by the official uniform (Aldashdasha white and Egypt or the reward for students, uniforms for students and the dress with the Omani abaya for studies), except that the study of non-Omani education of adults provided that the commitment to public taste, and prevents all applicants to take the exams wearing the veil inside the center and halls the exam.

11 – Applicants must bring proof of identity with the ID card, passport or driver’s license.

12 – The examiner shall be responsible for the answer book during the period of receipt from the observers until delivery to them after the completion of the examination.

13. The employees of the examination centers (administration of the center, observers, role monitors and exam passers) shall be allowed to inspect applicants inside and outside the halls to verify that they are not accompanied by mobile phones, pagers, photocopiers, personal computers, calculators, magazines, newspapers, textbooks, notebooks and memos. Hand bags, sharp machines and all kinds of weapons, and can be used in the implementation of modern technical equipment and police or security and safety men.

14- The head of the center and the staff of the examination center shall ensure that the halls, center facilities and student seats are free of mobile phones, educational aids, illustrations, any writings, paper clippings, textbooks, magazines, newspapers, notebooks, notes or handbags or anything related to the exam. , Before the examiners enter the examination room with a warning to applicants not to accompany them to those things.

15 – Employees of the examination center to alert the examiners to attend the examination room ten minutes before the start of the examination time to verify their identity and verify their data and sign the part of the data in the examination book.

16. The late examiner shall not be allowed to enter the exam at the start of the exam unless the delay is an exalted excuse, which the head of the center grants, within ten minutes of the start of the exam.

17. The observers shall verify the identity of the examiner in each exam and match the civil number with the civil number contained in the examination book.

18. The reading of the questions shall not be allowed to the examiners unless it is necessary to clarify the question of an amendment after contacting the exam management committee in the governorate or the daily follow-up room in the ministry. This is done by the head of the center or the supervisor of the role only.

19. Observers in the first place and the Center’s staff must monitor the examiners and prevent fraud before it occurs and inform the head of the Center immediately upon any attempt to cheat.

20 – The optimal recruitment of records and forms prepared for the cases mentioned in the procedures and penalties, according to the type of violation and writing all the data in the record of the violation must be taken into account, with confirmation of its validity and obligation to prepare the violation in accordance with the minutes prepared for that.

21. The head of the Examinations Management Committee at the Directorate / Educational Department in the governorate shall coordinate with the police to intervene in cases that require their intervention in the examination centers. 

22. Only one examiner may be left inside the examination room in all cases.

23. The examiner shall not be allowed to leave the examination room until three-quarters of the exam time has elapsed, without prejudice to the previous item.

24- In the extreme cases, it is permissible to hold a special committee in the hospital for the sick applicants only in accordance with the procedures in this regard. It is not permissible to hold an exam for the patient at home or any other party for any reason. Or special cases approved prior to the date of implementation.

25. In the case of injuries that impede the examiner from writing, a student is required to write about the applicant provided that he has the lowest level of education from the applicant and according to the procedures mentioned in this regard.

Article (4): The administrators of the exam after its implementation must adhere to the following:

1. In the last week of the final exams of the General Education Diploma for each semester, the General Directorate of Information Technology shall send SMS messages to all twelfth grade students in their approved grades in the continuous calendar.

2 – The list of rewards for the exam center employees by the head of the center according to the model approved by the Directorate General of Finance and the Directorate General of the evaluation of the educational according to the actual time of each member, and review these statements by the Department / Department of Educational Evaluation Directorate / Educational Administration and directly to the Directorate (Or according to the approved system if the directorates / educational administration has been authorized by direct disbursement).

3 – The lists of rewards for the corrections by the President of the correction center according to the model approved by the Directorate General of Finance and the Directorate General of the evaluation of the educational according to the actual time of each corrected, and review these statements and approved by the representative of the General Directorate for the evaluation of education correction center, / Educational Department of the governorate to the Directorate General for Financial Affairs of the Ministry of drainage procedures (or according to the system adopted in the case of the mandate of directorates / educational administration direct payment).

Article (5): Revision of the correction of the General Education Diploma examinations:

Applications for re-correction shall be open after the announcement of the results for one week only starting from the date of announcement of the results as follows:

1. Applicants are allowed to apply for a review of the response book provided that a fee of SR 5 is paid for each course they wish to review during the period specified for the review.

2. Only one application for review shall be allowed, with a maximum of three articles allowed for review, and no further review.

3 – The applicant shall comply with the material to be corrected in the application clearly when filling the application and is not allowed to change after confirmation of the request.

4 – The student has the right only to examine the examination book when requesting to re-correct the examination paper and does not allow anyone else to do so.

5. The Ministry shall form committees to revise the books to be rectified and take measures to ensure the right of the student.

6. The Ministry shall inform the applicant of the re-correction of the result of the correction review within two weeks from the end of the application period.

7. The Ministry shall inform the Ministry of Higher Education (the Unified Acceptance Center) of the results of the correction review.

Article (6): Violations and measures taken against violators shall include the following:

(A) Examiners:

  • If any of the police or security and safety guards are attributed not to be bound by the duties and responsibilities assigned to them in the examination centers or to perform any action that would lead to:

– Violation of discipline and the general system of examinations.

– Negligence or lack of performance in the tasks entrusted to them.

– Absence and lack of attendance to perform the task assigned to them.  

– Depriving the applicant from taking the exam without an acceptable reason.

– Contributing to the leaking of the exam.

– Contribution or support for individual or collective exam cheating.

They shall be notified to their officials in their respective places of work to take the necessary action on them in accordance with their employer’s practice.

  •   If any of the heads or members of the problem committees in the ministry, the examination management committees of the directorates / educational administration, the heads of the examination centers, the members of the examination center, the role observers, and the observers are not bound by the duties and responsibilities assigned to them,

– Violation of discipline and the general system of examinations.

– Negligence or lack of performance in the tasks entrusted to them.

– Duplicate error opening envelopes books.

– Absence and lack of attendance to perform the task assigned to them.  

– Depriving the applicant from taking the exam without an acceptable reason.

– Contributing to the leaking of the exam.

– Contribution or support for individual or collective exam cheating.

Administrative accountability procedures are taken for them as provided for in the articles relating to the Civil Service Law and its Implementing Regulations.

(B) Examiners:

  • If the examiners fail to comply with the instructions and controls set forth in this decision, they shall take the following measures and penalties that are commensurate with the violation and their degree of gravity, as detailed below:

A – Cases that require written warning from the President of the Center:

  1. Non-compliance with uniform.
  2. Delay in entering the room for more than ten minutes from the start of the exam.
  3. Do not bring proof of applicant’s identity (ID card / passport / driver’s license).
  4. The examiner shall not be restricted to his place in the examination hall.
  5. Tampering with automatic numbering in the exam book.
  6. Write out the specified range of answer.

B – Cases that require deprivation from the result of the examination of a subject:

  1. Repeat the aforementioned in item (a) above.
  2. The examiner must be accompanied by mobile phones, pagers, cameras, personal computers, unauthorized storage calculators, textbooks, notebooks, notes, magazines, newspapers, hand bags, sharp machines, all types of weapons or any prohibited materials.
  3. Try cheating on the exam.
  4. Contribution or support for individual or collective exam cheating.
  5. Communicate with the observer without an acceptable reason within the room.
  6. Communicate with the colleague inside the hall.
  7. Violation of discipline and public order of exams.
  8. If it is discovered in the examination book in the examination center or the correction center, collective or individual fraud.

(C) If the examiner:

  • Repeat the above paragraph (b).
  • Refusal to deliver the test book.
  • Tear, hide, escape, or throw the exam book.
  • The disregard of the regulations and laws adopted within the examination center.
  • If the examination book at the examination center or the correction center is found to be a slap or spa or disregard for public order.

               The following procedures shall be applied against him:

For the regular student: Cancel the results of the student’s examinations in all subjects in the semester in which he violated, cancel his enrollment in the same academic year and deny him re-enrollment in formal education and allow him to register in the adult education system for the next academic year.

Cancellation of the results of the student’s examinations in all subjects for the academic year of the academic year, and the student’s refusal to apply for examinations for two consecutive academic years in addition to the academic year restricted to him.

Dr.. In the event that the applicant verbally or verbally assaults an examiner or examiner inside or outside the committee, the following procedures shall be followed:

For the regular student: the cancellation of the results of the student examinations in all subjects in the school year restricted, and the separation from the educational system and allow him to register in adult education for the next academic year.

Cancellation of the results of the student’s examinations in all subjects in the restricted academic year, and the denial of examinations for the next two years in addition to the academic year restricted to him.

E. If a person impersonates the applicant, the following procedures shall be followed:

  1. Cancellation of the examiner’s (impersonated / impersonated) results in all subjects.
  2. Denial of the regular student (impersonator / impersonator) from re-enrolling in formal education and allowing him to enroll in the adult education system.
  3. Denying the student to adult education from taking the exams for a period of two academic years as well as the restricted academic year.
  4. The impersonation of the impersonator and his identity to the public prosecution.
